This police car is actually an unlockable in Need For Speed Undercover.

How to unlock:
1. Pause the game, go to "Options" menu
2. Scroll down further, you'll see the "Secret codes" tab
3. Click the "Secret Codes" tab, then type this code "qfmytyda", then press enter you'll see a message that says you unlocked the "TCB State Patrol Unit" cop car
4. Go to quick race, pick any event then go to the bonus cars, then you'll see the name "TCB State Unit" then pick that car
5. Now enjoy the Wanted events/Race events while driving this awesome police car.
