(10 Aug 1978) Alfredo Nobre Da Costa, the new Prime Minister of Portugal, spent Thursday (10/8) making contacts with a view toward forming Portugal's third constitutional government. He spent the morning closeted with President Eanes. He emphasized that his government would be transitional in nature, and that important issues on matters of economics and finance could be settled right away. His programmes are expected to be similar to those of the previous two governments, and some cabinet ministers are expected to be asked to stay on from the soares cabinet. A UPITN reporter asked if he thought he could come up with a programme that would be acceptable to the political parties in parliament and prevent the need for elections before 1980
