That's because Visine works by making the tiny arteries in the white of your eye (the conjunctiva) smaller, so then your eyes look less red. But when you stop using it, that cause rebound hyperemia - when your redness gets even worse because your eyes got so accustomed to the drop, causing your blood vessels to dilate more and therefore causing your eyes to become more red.
