Isshiki is a very powerful enemy that has a tricky grab, can cast fireballs and produce earthquakes.
It took Sage Mode Naruto quite a time before he could weaken Isshiki so that Sasuke Hebi cut Isshiki's throat with his blade. Yes, the epic fight ended that simple.
