On December 13, 2021, Army Veteran and Purple Heart recipient J. Hopkins was arrested while quietly filming two Tijuana police officers performing an illegal shakedown on two individuals. Once Hopkins was in custody, and after they stopped Hopkins camera from recording, the officer in the Punisher cap called Hopkins — whom is both Mexican and black — “blackie” and “nigger.”
The arresting officer stole $100 USD from Hopkins’ wallet.
Hopkins was taken to jail on charges that do not exist in Mexican law: “filming the police” and “disrespecting the police.” Hopkins was ultimately released from police custody at Estancia Municipal de Infractores (the jail in Tijuana) on the same day without being formally charged.
Immediately upon his release, Hopkins returned downtown and locates and confronts the officers who falsely arrested him earlier in the day. When Hopkins asked about the stolen $100 and points out how the earlier arrest was false, he is threatened with another (“¿otra vez?”) false arrest by the racist officer in the Punisher cap.
The arresting officer stated that the fact he stole $100 USD from Hopkins was “no problem."
