Syria's continued support for the enemies of Israel and Turkey has provoked both countries to give Syria a vote of no confidence. Syria allows Hizbollah terrorists to operate from South Lebanon, which it controls by proxy, as well as offering refuge to Turkish PKK guerrilla. Despite being an integral partner in the negotiations, Syria has entirely destabilised the peace process.
