Finland will become the 31st member of Nato after Turkey's parliament voted to approve its application.
Turkey had delayed Finland's bid to join the West's defensive alliance for months - complaining the Nordic nation was supporting "terrorists".
Finland will now be formally admitted into Nato at its next summit, taking place in July in Lithuania.
Turkish President Recep Tayyip Erdogan gave his approval to Finland's bid earlier this month, praising the country's "authentic and concrete steps" on Turkish security.
Turkey is still holding off approving the membership bid of Finland's neighbour Sweden, which Ankara says has not gone far enough in cracking down on people Turkey considers terrorists.
Finland and Sweden asked to join NATO last year in response to Russia-Ukraine conflict.
But the process has been held up by Turkey and Hungary.
The parliaments of all NATO members must ratify newcomers.
Meanwhile, Russian President Putin approved a new Russian foreign policy concept that set out to confront the US and its allies.
The document, a de facto handbook for Russian diplomats, names the United States as the main threat to international stability and driver of an "anti-Russian line".
But it also says Moscow seeks "peaceful coexistence" and a "balance of interests" with Washington.
It calls for Russia to maintain "strategic stability" with the United States - a reference to the nuclear capabilities of the two countries - despite having suspended the New START treaty, the last remaining nuclear arms control pact between the two sides, in February.
