Four soldiers killed in shoot-out over back pay
Two Haitian soldiers were shot dead, another two succumbed to
their injuries and five more were wounded on Monday (26/12) in the
worst violence in Port-au-Prince since ousted President
Jean-Bertrand Aristide was restored to power. Scores of discharged
Haitians soldiers had forced their way into military headquarters
to demand back pay. They clashed with active-duty troops
supporting Brig-General Mondesir Beaubrun, who barricaded himself
in his office. When army commander General Bernardin Poisson went
downstairs to negotiate, Beaubrun said he shot at the angry
invaders in self-defence. US soldiers took two hours to get the
situation under control, arresting at least a dozen people in the
headquarters parking lot, including discharged and active-duty
Haitian soldiers. International police monitors from Argentina put
seven of the arrested men in a truck with their hands tied and took
them to jail. The army in Haiti is widely hated for its years of
brutal rule. It was removed from power in September when US
soldiers arrived to restore elected President Jean-Bertrand
Aristide, who was overthrown in 1991. Aristide's government has
slashed the army to 1,500, leaving thousands out of work. For
several days last week hundreds of discharged soldiers massed at
army headquarters demanding their salary for December and payment
of pensions. A new, civilian-controlled police force of 4,500 is
to replace the 1,500-man force. Meanwhile, a force of about 3,000
men from the former army and police is acting as an interim police
force under supervision of International Police Monitors.
