This is how I solved the problem I faced of dota 2 not launching at all. Sorry about my voice I am pretty sick right now..
Anyway for those who can't understand
- Make sure in Task manager dota 2 process is not open
-Right click on dota 2
-press properties.
-open file location
-go to game folder
-bin folder
-32 bit folder
-dota2.exe.
that should do the trick. Leave a comment before saying it does not work O_O
