Earlier this month, authorities used the law to raid the popular pro-democracy newspaper Apple Daily and arrest its publisher, Jimmy Lai. Hong Kong’s National Security Law, which came into effect on July 1, bans secession, subversion, collusion with foreign powers, and terrorism.
