Fishery Service Agent Jackie Quiñones has relapsed again into her addictions of drugs, alcohol, and lone savior of lost causes. In the part of scenic Cape Cod that the tourists never see, Jackie and her fellow cops Ray Abruzzo and Alan Saintille fight to keep people safe from the bad guys but it’s like shoveling sand against the tide.
