In this video I cover a method of unlocking the frame rate of Skyrim Special Edition and Fallout 4 without any side effects.
Step 1. Install The Mod.
SKYRIM SPECIAL EDITION METHOD

First, download the Skyrim Special Edition Script Extender or SKSE.
You can find it on the official website, so download the build that is applicable to your installation.
Once download, extract the archive, and copy the contents of the folder into your game’s installation folder.
Typically this will be:
C:\Program Files (x86)\Steam\steamapps\common\Skyrim Special Edition

Next, download the Address Library for SKSE Plugin.
Again, choose the option which is applicable to you and extract the archive once downloaded.
You want to copy the SKSE folder into the data folder found in the game’s installation directory.

Finally, download SSE Display Tweaks.
Once again, download whatever is applicable to you, extract the archive and copy the SKSE folder into the Data folder.
Finally, create a shortcut to SKSE to launch the game.
FALLOUT 4 METHOD

First, download the Fallout 4 Script Extender or F4SE.
Download the latest release, extract the archive, and then copy into the game’s installation directory.
Typically this located at:
C:\Program Files (x86)\Steam\steamapps\common\Fallout 4

Next download High FPS Physics Fix.
Extract the archive and copy the Data folder into the game’s installation directory.
Finally, create a shortcut to f4se_loader.exe to launch the game.
Step 2. Tweaking The Config.
SKYRIM SPECIAL EDITION
Navigate to SKSE/Plugins/SSEDisplayTweaks.ini and change the following options.
Set FramerateLimit to a value you want the game FPS to be locked to but if the value is higher than 60 then also set DynamicUpdateBudget to true
Once done, also set BudgetMaxFPS to the same value as FramerateLimit
FALLOUT 4
Navigate to F4SE/Plugins/HighFSPPhysicsFix.ini and change the following options.
Set FramerateLimit to a value you want the game FPS to be locked to but if the value is higher than 60 then also set DynamicUpdateBudget to true
Once done, also set BudgetMaxFPS to the same value as FramerateLimit
Also if you are using VRR (G-Sync or FreeSync), then set AllowTearing to true and FramerateLimitMode to 1
