Japan established the Kyoto Protocol Target Achievement Plan in 2005. Through a variety of actions, Japan will fulfil its commitment to reduce emissions to minus 6% from 1990. Officials from the Ministry of the Environment (MoE), and the Ministry of Economy, Trade and Industry (METI) will present an overview of the Plan, the Mandatory Greenhouse Gases Emissions Reporting System, Japan's Voluntary Emissions Trading Scheme (JVETS), and the Energy Technology Policy Perspectives aimed at raising energy efficiency of vehicles and electronic appliances.
