The best Veal recipe - Stifado or Greek veal stew with small onion (pearls)

INGREDIENTS
4-6 servings
1.2 kg of beef
1 liter of water

1.5 kg pearl onions
1 onion
1-2 cloves of garlic
30 ml of oil
100 g vinegar (apple)
300 ml tomato juice
a spoonful of tomato paste
Allspice (4-5 pcs)
2-3 bay leaves
3-4 pieces of cloves
1.5 liters of hot water
salt and pepper to taste
