Highlight the rows you want to fill in. Click on "Find and Replace" then "Go to Special". Select the radio button for "Blank". With all the blanks now selected, in the first blank cell in your selection, type in the formula bar "=" and the cell reference of right above it (e.g., if there A2 has the label in the formula bar you'll enter in "=A2"),then press Ctrl+Enter. This will populate the rows.
