guess its more like the Galactic collective-

this is a head canon, i like to think there's only one Galaxy steve and it's our boy Steve Saga Galaxy, they just end up in the other serise because they're a multidimensional demi-god of a being and it's very in character that they just go out exploring other worlds.
of course they'd find out about our shenanigans across the universe, and they aren't very happy about the crossover and it's consequences on the dimensions in question.
