In Half Life 2, there was supposed to be an npc known as “Particle Storms”.

According to the voice files from Eli Maxwell, a character that was cut from Half Life 2 and later replaced with Eli Vance, Particle Storms could tear apart soldiers and boats with ease.

The Sentient Cloud mentioned in Portal 2 and the Perpetual Testing Initiative are call backs to the cut Half Life 2 Particle Storm npc.
