Turning from northbound on Snelling Avenue onto westbound on Marshall Avenue, Minnesota license 839 LBP impeded traffic by entering an intersection without being able to move completely through it (along with several other vehicles). Then, Minnesota license 991 LFX failed to yield right of way to oncoming traffic while turning left.
