The legendary blacksmith can be unlocked from quest material of legend, it require brilliant thundereye to complete the quest. Fortunately he want to see it only, not take it from you.
Brilliant Thundereye can drop from Divine/Ancient beast - lv 85 Flashfang the Ancient in Lodend Mountains. REMEMBER TO BREAK THE PART FOR HIGHER DROP RATE (it didn't drop in my video)
To make the legendary/ancient beast appear you will need to kill powerful beasts in lodend mountains and Uetra valley that will light up 7 marks at the Monolith (The Head of a Violent Clan and Clandestine beast)
