Kilts have been a part of Irish culture since the late 19th century. However, they have never had the same impact that kilts have had in modern Scotland (modern meaning in the last 200 years). Kilts were adopted by many leaders of Irish nationalism and Irish cultural revival as a means of creating a national dress based on pan-gaelic themes. In the early days, this was often referred to as "the ancient dress of Ireland" and it got a good deal of media attention at the time - wearing the kilt was a rebellious act.
One famous Irish kilt wearer was Sir Shane Leslie of County Monaghan, a devoted Irish nationalist and convert to the Roman Church, who regularly sported a saffron kilt and campaigned for its national adoption in 1906.
Then there was William Gibson, 2nd Baron Ashborne, who served in the House of Lords but was also a strident nationalist and Catholic convert. Gibson was estranged by his noble family for his beliefs.
A third worthy of note was Eamonn Ceannt, wore a kilt while playing the uileann pipes for the Pope in 1908. Ceannt was later killed during the Easter Uprising of 1916.
Many Irish pipe bands and of course military units adopted the kilt - saffron being the most popular color. However, it was not until the 1990s that kilts become a fashion and heritage garment for ordinary Irishmen. As of now, the kilt is still far more popular in the Irish Diaspora than it is in the country of Ireland itself.
