The Grand Kai ranks just above King Kai and just below the Supreme Kai. As the leader of the lower Kai he is obviously the most powerful of the Group.

Despite the fact that he only has a few appearances, and none of them were in the Canon material, he is still, in fact a canon character. Being physically present and existing are 2 different things. While he did not make any appearances, he is mentioned one time in the Manga, after Piccolo forfeits his match against Shin in the Tourament. Piccolo asked Shin if he was the Grand Kai
