You can test a 4 to 20mA sensor with a $10 multimeter and a 9V battery. Most 4-20mA sensors are rated for 10-24 VDC but 9V will be enough to power up their logic circuits. You connect pin 1 to the + of the battery, pin 2 to the red of the multimeter, pin 3 to the - of the battery and the black lead, then put the multimeter in the 20mA range.
