First, this visa will only come into force on the 16th of November 2022 at the earliest, after holders of either a 491 or 494 visa complete their 3 years of living and working in regional Australia.
Second, if you don't live and work in a regional area, your visa will be canceled and then you will not be able to apply for a 191 visa.
Third, new conditions attached to visas 491 and 494 mean you must inform the Department when certain events occur and within certain timeframes to be able to apply for a 191 visa.
Fourth, you must keep good evidence of where you are living and working whilst on a 491 or 494 visa, as you will need this for the 191 visa.
You need good advice to ensure you not only get granted a visa to be in Australia but ultimately one that allows you to remain permanently.
