NOTE***From the comments that I have received down below, it looks like this method no longer works anymore but thank you for stopping by.

1- Bring with you an invisibility potion if you do not have the skill "Shadowcloak of Nocturnal" (If you choose to use invisibility potion, I suggest bringing a 40s or 60s invisibility potion instead of a 20s one)
2- After the lady served the emperor with the food, head to the door where you need to escape and go out right after the emperor died so you can avoid being attacked by the noblemen and guards in that room
3- After you exited that door, do not head to the tower right away because Commander Maro and his guards will stop you. Use the skill "Shadowcloak of Nocturnal or the invisibility potion now and get pass the guards
4- Head to the bottom of the tower and you should go back to Skyrim, the game should allow you to teleport

You should be able to finish this quest without receiving any bounty, thanks for watching.
