Footage of Lt. Colonel Odumegwu Ojukwu, the Military Governor of the Eastern Region of Nigeria announcing that his region was proceeding towards the "decentralisation" of the country.
He was speaking at a press conference in Enugu where he was surrounded by military officials and civilian advisors.
Among the military officers were:
. Lt. Colonel George Kurubo (in sunglasses), the former Chief of Air Staff who would later defect to Federal Nigeria (after secession) and take up an appointment as the Ambassador to the Soviet Union.
. Lt. Colonel Phillip Efiong, the army officer who would become the deputy Head of State of the secessionist Republic of Biafra.
Among the civilian advisors were:
. Cyprian Ekwensi, the novelist who would head Biafran media propaganda
. Eni Njoku, a scholar.
