This is a top question from you all, and my answer is usually "I print my own", but I realize it's more complicated than that. I've compiled my research and experience in this video around sourcing paper for writing.
One tip is to look for a wholesale paper supplier in your area and see if they have a shop open to the public where they sell offcuts. Their selection probably changes regularly but you may find some goodies. Other than that, I order all my paper online. Due to cost and availability, I've had to switch my writing paper a number of times, but I hope I will find a reliable source.
I'm not as much of a nerd for fountain pens as I'd like to be, so I'd recommend looking into fountain pen blogs and forums for deeper insight into inks and papers!
