Essentially, when asbestos regulations in Ireland are being discussed, what's actually being referred to are the Safety, Health & Welfare at Work (Asbestos) Regulations 2006-2010.
These guidelines apply to all work (including domestic construction work) that exposes a person to either asbestos dust or asbestos-containing-material (ACM) dust.
Also needing to be followed in the workplace in relation to asbestos are carcinogens regulations, which relate to The Safety Health & Welfare at Work (Carcinogens) Regulations 2001-2019. Again, this applies to all work with asbestos, where it's more favourable to health and safety at work.
