Here we have the Remnant 2 The Executioner Aberration guide which will help you find and take down The Executioner who is lurking around the basement of the Council Chamber.

Head through the Council Chamber biome until you find the open room to your right which will have a good number of charred corpses frozen in time and a large, bored looking statue at the back of the area.
To the right of the statue against the wall will be a paining you can smash through giving you access to the basement.

The Executioner is a rough fight given the small size of the room where he resides so as long as you're proficient at rolling through attacks you will have a much greater chance of surviving the battle.
