This isn't just a clever saying, but it really describes the difference between these two forms of fiction.
Creating a tale is like spinning a yarn - you have some characters in a situation and you want to follow them through and see how it goes for them, and how it end up.
This is similar to when a spinning wheel is used to pull several threads together to make a stretch of yarn in which they all become intertwined.
Developing a story is like weaving many stretches of yarn together to create a bigger pattern in a tapestry.
In a story, all the tales of the individual characters come together to fashion a greater meaning.
Tales have simple messages that the particular course taken by your characters is a good one or a bad one because of how it turned out.
Stories have more complex messages that of all the reasonable paths that might be taken, the one chosen by the main character is the best or worst that might have been tried.
