Information taken straight from Opfer gv's guide on gamefaqs: Before Kojiro spawns, get 700 KO.

I learned that if you kill every single officer before killign Tadakatsu and Sakon, you fight Kojiro but it's not needed to get the weapon. You can have Kojiro not show up and still get the weapon so just focus on kills and having Sakon live till you get the weapon.
