(5 Sep 1989) President George H.W. Bush pushed for a $$7.9 billion war on narcotics emphasizing harsher penalties for users and more money for prisons, treatment programs, education and prevention. Bush, unveiling the program in his first nationally televised address from the Oval Office, described the speech beforehand as a heart to heart talk with the American people. To sell his drug strategy, Bush will deliberately keep the issue on the front burner.
