I’d like to start out by talking about what mobility management is. Mobility management is not a new concept. It is something many transit agencies have been exploring as a way to better connect their communities and improve service for their customers.
I like this definition from the National Center for Mobility Management:

In recent years, LTD has been presented with many opportunities to work with our partners and try out new options for delivering service to our customers. Many of these efforts fall under the umbrella of mobility management.

Here are a few examples.
While many of our efforts look new. LTD has been offering service through RideSource for a long time. RideSource is a one call service where customers who qualify for various programs can arrange a trip. To the customer, there is only one call, but LTD is able to coordinate more than 15 programs to find the best way to deliver service to our customers.
LTD is also a proud partner in the PeaceHealth Rides bikeshare program. LTD managed the feasibility study before the system began operations. Since the launch of PeaceHealth Rides in 2018, LTD has worked closely with bikeshare staff to make sure connecting from the bus to a bike is easy and convenient.
We have also been trying out new ways of delivering service. In 2019, LTD launched EmGo in partnership with Lane County, City of Eugene, Lane Council of Governments, and others, with the goal of helping move people around downtown Eugene. We have also launched a similar program in Cottage Grove called the LTD Connector. Both of those services operate as a door to door, flexible routed shuttle powered by a phone app.
These are just a few examples of the ways in which we’ve been trying to find new and improved options to connect the community. Like many organizations, LTD has many strengths and weaknesses. We’re good at some things, but sometimes we need partners to help deliver new services. The mobility management strategy is about finding out which roles LTD can best play to help you get around.

The heart of the Mobility Management Strategy is a framework that will help us decide what LTD can do to provide services and build on our already great bus network.
As you can see, there are many roles LTD could play. We’re working with LTD staff, external stakeholders, and the public to develop our strategy for how to move forward. We are also developing a guide for running pilots based on best practices, and using public feedback to create a list of projects LTD might be successful in implementing when we find grant opportunities or other ways to fund projects.

We began the project last fall. Over the winter, we’ve conducted interviews and focus groups with our stakeholders, and surveyed the public about their willingness to try new modes and what challenges they have getting around. We’ve also done a lot of background research on best practices, what other transit agencies are working on, and LTD’s strengths.
This spring and summer, we will be developing the framework for how we should make decisions and a strategy for moving forward.
