"It's goin' down," or #basement for short, is used when something (usually an event) is for sure going to happen AND you're excited about it.
#basement is used for short because, as the lowest and most isolated place in the house, it is a common place where parties are held in the U.S. However, the event doesn't have to be in the basement to use #basement
