(18 Feb 2015) German Foreign Minister Frank-Walter Steinmeier told reporters in Berlin on Wednesday that some 80 percent of east Ukraine was respecting the ceasefire but that continued fighting in Debaltseve posed the "greatest risk" to implementing the Minsk agreement.
"Therefore we are trying, and will continue to try, not to allow the situation there to escalate further," he said.
His comments came ahead of a meeting with members of humanitarian aid groups to try to organise more support for Ukrainian civilians affected by the fighting.
Steinmeier said Germany would give an additional 10 (m) million euros (11.4 (m) million US dollars) in aid to help with critical problems including food and heating.
