Vascular forearms and biceps look awesome. This is largely down to having a low bodyfat percentage and genetic predisposition. BUT with that said, there are lots of techniques and strategies you can use to increase vascularity in the short term and long term. These include things like: chasing the pump, using larger rep ranges and building the forearms. You can also benefit from creatine and good hydration. Blood flow restriction training and contrast showers are *possibly* also useful tools getting vascular.
The other question is whether or not there are performance benefits to increasing vascularity. The answer has less to do with the appearance of snake-like veins and more to do with the tiny capillaries and vasodilation - both of which I explain in detail here.
