Session 1 lays the ground for understanding the complex legal environment for public procurement generally and for sustainable public procurement specifically. The aim of this session is to make training beneficiaries aware of the different legal texts - and of their different rationals - potentially relevant in any given jurisdiction, and how they interact, limiting the freedom of domestic rule makers and contracting authorities.
