This was a marching song of the Armée Catholique et Royale, the Vendean resistance who fought the "Blues", the Republican forces massacring the Vendeans on behalf of the Masonic Republic, during the War in the Vendée of 1793.
"King Louis XVII" is the young son of the murdered King Louis XVI, the Vendeans, and other French Royalists, considered him the true ruler of France, they obviously considered the Republican government illegitimate.
The Blues called the ACR "Brigands" ("Bandits"), a name the Royalists gladly adopted for themselves, that is why they refer to themselves as such in this song.
