ArcGIS can generate a specified number of randomly placed points within the boundary of a layer or inside a selected raster file.
a) Open ArcToolbox and open the Data Management Tools -Sampling - Create random points tool.
b) Open ArcToolbox and open the Spatial Analyst Tools -Extraction - extract by values point tool.
