Baltimore City Council President Brandon M. Scott and the council's Budget Committee Chairman Eric Costello on Monday gave police Commissioner Michael Harrison until Friday to bring them a comprehensive crime reduction plan.
In a letter to Harrison, the councilmen tell Harrison that the city can "ill afford a police department that lacks a strategic approach to combating violent crime." If ready, the plan would be presented at a hearing on the department budget.
