The power to stop and search is a fundamental lawful police power, which requires a reasonable suspicion.
Section 1 of the Police and Criminal Evidence Act 1984, gives a police officer the power to stop and search persons and/or vehicles in a public place, for stolen or prohibited articles providing that the police officer has a reasonable suspicion of finding such articles.
This is a very concerning case as Team GB athlete Bianca Williams, her partner and Portugese Athlete Ricardo Dos Santos and their three month old baby where in the vehicle at the time. Mr Williams is reported to have been stopped by the police at least 15 times since 2017 (on average five times per year) and has no criminal record. They have accused the Metropolitan Police of racial profiling. This is of concern, because statistics show that black men are six times more likely to be stopped by the police and eight times more likely to be tasered. Each individual case will of course be decided on its own merits. However, there is concern that Mr Williams has experienced such an excessive number of police stops and has no criminal record. There is a reasonable concern that he is being racially profiled.
