Abstract:
The cultural and creative economy is increasingly viewed as a crucial driver of economic growth and employment. A cultural and creative industries development agenda has been adopted across most of the developed world guided by policy documents and development initiatives as well as a wealth of academic, government and industry research. Mahikeng, meaning “place of stones” in the local Setswana language, is a medium-sized town and is currently the capital of the North-West Province. During the 1960s and 1970s, South Africa entered a phase of ‘grand apartheid’ which involved stringently enforcing racial segregation through social engineering. Black Africans were forcibly removed from ‘White’ South Africa to their ‘traditional’ rural ‘homelands’ or ‘bantustans’. Mahikeng did not benefit from continued government support, planning or funding when the transition was made to the new democratic South Africa, as the cluster was not recognised as a catalyst for growth and development.
