Approximately 200 Canadians have elected to leave to fight with terrorist groups abroad such as Al Qaeda, Islamic State, Al Shabaab and others. Some are known, or believed to be, dead. Others have apparently returned home, status unknown. Still others are languishing in foreign prisons in countries where the death penalty is a real possibility. What should Canada do about the survivors? What obligations do we have to those incarcerated abroad? What threat do these terrorists pose to our society should we repatriate them? These issues and more are discussed by an author and former member of CSIS.
