Presented by James Eklund at SIPA's 11th Annual SIPA User Conference. James has served as Colorado’s lead negotiator and signatory to the Colorado River Drought Contingency Plan (2019). As Director of the Colorado Water Conservation Board he was the architect of Colorado’s (first) Water Plan (2015), the largest civic engagement process in state history. He works with sovereign governments, multi-state authorities, state agencies, and private interests to deliver critical water infrastructure projects and to design policy regarding water law, natural resources, infrastructure, and environmental protection.
