Yeah Valve really has a good Anti-Cheat system, as we all know.
I can understand that this is really hard to solve, it looks so real.

And I do know, this guy doesn't care hes gonna get banned, no cheater does care. Just know, If you're gonna start playing CS, don't forget there are alot of cheaters around in regular CS matchmaking.
