Cops search a suspect's car and find small suspicious wrapped packages. Opening up the package they find out its tobacco. The suspect planned to smuggle it into jail after his eventual arrest. Elsewhere, cops rush to a robbery in progress and follow the crime trail after the suspects hit three stores. During a street patrol uses a drug dealers phone in an attempt to catch drug buyers.

Real-life officers are followed by a camera crew, cinéma-vérité style, in a gritty up-close look at police work and the consequences of crime. It spawned a number of police-reality imitators.
