Today (December 22, 2021), while the "authorized elders" are negotiating with Pan Pacific Renewable Power Philippines Corporation (PPRPPC) with regards the 335 MW Gened 2 hydropower project, let us put on record that there was never a consensus among the Isnag indigenous people on consenting on the said dam.
Let us hear from a long time provincial administrator and a respected Isnag elder of Kabugao, Apayao, Mr. Ramos Dawal Bongui, on what he has to say on dams and local development for Kabugao.
"We have always been against the dam... Dams will not bring local development. It drives peoples away," he said.
