Ontario Premier Doug Ford has unveiled a $28.5 billion plan for four major transit projects in the Greater Toronto Area, with Ottawa and municipalities on the hook for more than $17 billion of the total cost. Toronto's mayor said he was kept in the dark for some details, and government officials are concerned the plan is being developed without key local input.
