This is one of the ways to fix the "connection refused" error you may get while trying to connect using filezilla (ftp) or putty etc.

Sorry about poor video quality, if it wont be clear enough, just follow this route :

1. Raspi-config (in retropie configuration section)
2. Interfacing options
3. SSH
4. Enable
5. Reboot

That's it. You can try to connect now.
