There's Missions where you help these two and at the final Mission where you help them escape and here at the train station Penelope gives you a gift either you acept or decline it, if you accept it'll be Penelope's Bracelet. And for Catherine's Brooch, quite far in the game there's a Mission where you and some of the gang burn down Braithwaite's Mansion House, later when you come to it it'll be all ash and that, they'll be body with an 'X' on the map at the house location, loot the body and you'll get the Brooch.
