If you have a green card, you can file an F2A for your spouse. However, this category is also subject to a quota. It has a priority date of its own.
If you are a permanent resident, you can file for a permanent resident or a green card application for your spouse. That said, the paperwork involved is more compared to the H4 category.
A lot of folks in the Smart Green Card program are couples who work together on the EB1A profile of one spouse and get the approval.
